Job Summary:
The IT Strategic Projects team is responsible for delivering HKEX's most strategically significant transformation initiatives, ranging from large-scale technology and infrastructure programs to market-wide operational change and participant readiness activities. These initiatives are critical enablers of HKEX's long-term business strategy and are highly visible to senior management, regulators, market participants, and industry stakeholders.
The team plays a pivotal role throughout the initiative lifecycle, from program inception and delivery through to platform transition and ongoing business enablement. This includes establishing governance frameworks, managing regulatory and market engagement, and overseeing technology and operational readiness.
We are seeking an experienced and accomplished leader with a strong track record of delivering complex programs within financial market infrastructure or financial services environments. The successful candidate will be working closely with quantitative risk management and post trade functions and therefore will have experience in these areas, alongside exceptional stakeholder management capabilities to drive successful outcomes across multiple high-profile initiatives.
Job Duties:
The successful candidate will have end-to-end accountability for the delivery of one or more large-scale, strategic programs and portfolios. Reporting to program steering committees comprising senior executives across HKEX, the role requires the ability to operate effectively at both strategic and operational levels, balancing business priorities, technology delivery, regulatory obligations, market readiness, and organizational change.
This role offers a unique opportunity to lead initiatives that shape the future evolution of Hong Kong's financial market infrastructure while working closely with business, technology, operations, risk, legal, regulatory, and external market stakeholders.

Responsibilities:
- Lead the successful delivery of large-scale strategic initiatives
- Establish and maintain robust governance frameworks covering scope, schedule, budget, risk, dependencies, and benefits realization
- Proactively identify, assess, and manage program risks, issues, and interdependencies
- Build trusted relationships with senior stakeholders across business, technology, operations, risk, legal, compliance, and corporate function.
- Present recommendations, delivery updates, and strategic considerations to executive committees and senior leadership forums
- Drive informed decision-making through clear reporting, analysis, and executive-level insights
- Define and maintain integrated portfolio views across strategic initiatives, enabling leadership visibility on progress, risks, dependencies, resource requirements, and delivery outcomes
- Champion best practices in program governance, planning, delivery management, and execution excellence
- Lead engagement with regulators, market participants, industry bodies, and internal stakeholders
- Define and execute the transition from program delivery into sustainable platform management and business-as-usual operations.
- Lead, coach, and develop team members, fostering a high-performance culture focused on accountability, collaboration, innovation, and continuous improvement
- Bachelor's degree or equivalent professional qualification
- Minimum 15 years of experience within financial services, financial market infrastructure, exchanges, clearing houses, capital markets, or related industries
- Experience with risk management and post trade functions, including risk management pricing and margining methodologies
- Demonstrated success in leading and delivering complex, multi-year transformation programs
- Strong experience engaging with executive leadership, regulators, and market participants
- Proven track record of developing high-performing talent
- Exceptional stakeholder management, influencing, negotiation, and communication skills
- Ability to simplify complex issues and present recommendations clearly to senior executives
- Strong analytical, problem-solving, and decision-making capabilities
- Ability to manage multiple priorities within a fast-paced and highly regulated environment.
- Experience leveraging AI-enabled tools and modern delivery practices to improve program management effectiveness would be advantageous
- Advanced proficiency in Microsoft Office applications, including PowerPoint, Excel, Word, Outlook, and SharePoint
- Strategic thinker with strong commercial and enterprise-wide perspective
- Highly resilient and comfortable operating within ambiguity and change
